He spent several weeks in Japan, and says that the anxiety of the Japanese to build a powerful navy is undiminished, and, notwithstanding assurances otherwise, the eyes of the Japanese are turned towards Australia, and they are questioning themselves regarding her empty spaces. Sir Hartley urges the necessity of Australia filling these spaces.
