Commenting on Mr. Lloyd-George's proposal for a mutual insurance arrangement between Britain and the dominions in connection with the scheme just introduced in the British Parliament, Mr. Hughes said it was difficult to form an opinion as to the possibility of the arrangement without details. Speaking generally, such reciprocity in itself was a most excellent indication of the tendency of modern civilisation. Mr. LloydGeorge's idea was good, but would be a one-sided reciprocity, because not onehalf per cent, of the Australians who go to England would take advantage of it, whereas a much larger percentage would come to Australia.
