A REGULAR CABINET ESTABLISHED. By Cable—Press Association—Copyright. Pekin, May 8. An edict has been promulgated establish a regular Cabinet. FURTHER APPOINTMENTS. Received 10, 12.5 a.m. Pekin, May 9. An edict has been issued appointing Prince Ching Premier and Natung and Hsu-shih-Chang vice-presidents of the Cabinet. The two former are Manchus, and Hsu-shih-Chang a native of Chih-li. The edict also creates a general staff under Princes Tiato and Yulang, both Manchus. A Privy Council has been created under Hu-yung-hsiang, a Chinese septuagenarian scholar, with Jung Sing, a Manchu, as vice-president.
