The Westminster Gazette states that the Observer's forecast is substantially correct, except that the Government will not wait for the second rejection of the Parliament Bill, but will take steps to prevent it. [Sir Henry Lucy, writing to the Observer, said that 'if the Lords rejected or fatally emasculated the Veto Bill, Parliament would be prorogued and a second session, exclusively devoted to the Bill, would open next day. If the Lords were again obdurate, a wholesale creation of peers would follow. The Observer stated that the Bill could I scarcely reach the House of Lords before May.]
