In the Reichstag, Hcrr Schrader, in a speech on the Navy Estimates, said Britain was now convinced that the acceleration in the German naval programme l was untrue. Germany was neither in a position to attack nor desired to attack England. The whole "naval hullabaloo" was a weapon in the hands of the English Opposition. The German fleet was solely for home defence. Trade was not made by warships, but through its own activity. The question of limitation of armaments would be raised when the Chancellor's estimates were considered. Admiral Von Tirpitz, llinister of Marine, corroborated Hcrr Schraders definition of the navy's objects.
