THE VETO BILL DEBATE. SPEECH BY THE PREMIER. By Cable —Press Associating—-Copyright* London, February 21. In the debate on the first reading of the Parliament Bill < Mr. Asquith said that the Veto Bill had been specifically submitted to the people, owing to the situation resulting from the Lords' action. It was intolerable that finance, equally with other legislation, should be placed at the mercy of an irresponsible and increasingly partisan authority. The country had twice demanded the present remedy for the present evils. Mr. Balfour argued in favor of a conciliatory agreement in order to effect admittedly necessary changes in the composition of the House of Lords.
