Mr. McKinnon Wood, l'iuler-Se(.'retary for Foreign Affairs, speaking at the City Liberal Club, said that unless the rules embodied in the Declaration of London were ratified, the development of pVinciples of international agreement would be seriously retarded. The Declaration must be considered as a whole. Regarding the vital matter of blockade the Declaration established the British practice. If food came to Britain in British merchantmen, nothing was altered. If in neutral we were better oil' than before, and ns belligerents we were gainers, owing to the recognition of important points in naval practice heretofore questioned. COMMONWEALTH OPPOSITION. Received 13, 1.5 a.m. Melbourne, February 12. Mr. Fisher states that the Commonwealth Government is opposed to the Declaration of London. The opposition appears to be chiefly on commercial grounds.
