AN AMERICAN WAY. By Cable.— Pre« New York, January 26. Mr. Alfred Downsworth, business manager of the New York Journal of Commerce, giving evidence before the Ship Subsidy Committee of the House of Representatives, told of an attempt which was maae to buy the editorial support of his publication in favor of the American Government's purchase of the Panama Canal property from the De Lesscps Company. ARRANGING FOR A BASE. Received 27, 10 p.m. Guayaquil, January 27. The United States is pressing the proposal to lease Galapagos Islands for the purpose of a base to protect the Panama Canal, and is offering seven millions sterling for a 99 years'' lease, guaranteeing to Ecuador the sovereignty of the islands.
