Benaget, reporter on the Naval Estimates, reports that ships were built for defensive purposes when offensive ships were required for the licet. They were of little value, though the cost was as much as that of Germany. Without any greater expenditure, France could have had twelve more battleships, and remained the second naval power. Too much had been spent on destroyers and submarines.
