Mr. Hirst, editor of the London Economist, addressing tlie Peace Conference at Washington, said that war scares were largely inspired by armament contractors, who ultimately dragged various countries into bankruptcy. Brazil's purchase of Dreadnoughts was absurd. Japan's rivalry with the United States was crushing the Orientals, and Great Britain and Germany were wrecking themselves by their expenditure on armaments.
Lord Loreburne, Lord High Chancellor of England, assured the conference of his sincere sympathy with the furtherance of the judicial settlement of international disputes.
