TECHNICAL EDUCATION.
j THE MATTER OF ORGANISATION. The Taranaki Education Board spent considerable time last night in discussing the report on technical organisation for Taranaki, submitted by Mr. F. J. Heatley, the technical organiser, at last meeting and already published. With regard to this subject, the director of technical education, Mr. W. A. Ballantyne, submitted a report outlining the organisation now in existence in this, district, and also making some recommendations. This report was as follows:—(1) This Board as a whole is the controlling authority. (2) There is a director who has control over all the administration and organisation of technical work. (3) There are three technical schools in the district, viz., New Plymouth, Stratford,' and Inglewood. The local government of the Stratford and Inglewod Technical schools is as follows:—(a) A technical committee composed of the members of the committee. This committee acts merely as an advisory committee; (b) A super-1 intendent, who is the headmaster of thej local school. The superintendent has the general supervision and management j of the classes. He keep* all the neees-j sary registers, fee register, receipt book,, etc., and confers whenever necessary with director on the establishment of new classes, and on matters concern-1 ing the school generally. In the case of j New Plymouth, the duties of the 'local; superintendent are discharged by the director. For the purpose of closer supervision and the organisation of new classes, the Board has appointed Mr. Heatley as organising-supervisor, and I would respectfully recommend that his duties be, generally speaking, as follows: (a) When the classes are in session it would, be his duty, when not otherwise engaged, to assist in the superintendence of the classes at New Plymouth; (b) If required, to supervise classes already established, and to visit different parts of the district with a view to arranging, for the establishment of new classes; (c) To visit the primary schools of the district taking up agriculture and dairying, or kindred subjects, and give special'. instruction where required; (d) To as-' sist generally in technical matters. I On the motion of Mr. Cargill, the section of Mr. Heatley's report dealing with the constitution of the honorary committees for the management of technical schools was amended by the addition ot ■ a provision that eutra members, not exceeding three in number, may be elect- ■ ed by the meeting of shareholders. j The report on organisation was then' received and adopted. j In regard to the general recommendations, it was resolved that the director and organiser should confer and submit a report at next meeting, and that they; €efine the scope of the advisory commit-j tees' "duties.
