Sydney, December 7. In the Assembly, Mr. McGowen informed Mr. Wade that the immigration vote on the Estimates would be iequal to that of last year, all of which was •not used. He considered it probable that Mr. Justice Higgins' award in the Merchant Service Guild dispute would have the .effect of raising passenger and cargo rates.

Mr. Deakin has issued an appeal to the men and women of Australia relative to the referendum to be taken in April on the subject of altering the constitution. He declares that the people's rights and liberties, labor and property, are at stake.
