UNIVERSAL EDUCATION WANTED.

The Government has refused the Duma's recommendation to spend a minimum of a million sterling to make universal education practicable. The Novoe Vremya says the Government is countenancing Krupp's scheme to equip ironworks at Maripool with armor-making plant, despite the fact •that a million sterling has teen voted to equip national armor works at Izhora. The paper complains that it is impolitic to give the Germans a footing in the Blade Sea.
