CHINESE SUGGESTIONS. By Cable— r Press Association—Copyright Peking, December 5. The* Army and Navy Boards; have been transformed into ministries preparatory to issuing a constitution. Cabinet has appi'oved the reduction of poppy cultivation, which heretofore has represented 25 per cent, of the Customs levenu'?. The National Assembly, by a large majority, recommended the total extinction of poppy cultivation and interprovincial trade in opium within short periods. Ths Government considers it impossible summarily to suppress the trade in opium.
