DECLARATION OF LONDON.
A WHOLESALE CONDEMNATION. By (Table— Pre* Assoeialtom—Copyright. London, December 5. The shipowners' Parliamentary Committee was unable to come to a decision on the Declaration of London, and referred the matter to the respective associations, who will resume freedom of action. Lord Charles Beresford, at Portsmouth, denounced the Declaration of London as a disgraceful, betrayal of national security and national power. If ratified, the country will only exist on sufferance, and be liable to be starved into submission at the will' of an inferior sea power.
