A BALLOON BLOWX AWAY. By Cable —Press Association—Copyright. Berlin, November 17. The missing balloon carrying two officers was seen over the North Sea, travelling in a north-westerly direction. Paris, November 17. The Government is establishing an aeroplane depot at Biskra, in Algeria, to effect communication with the Soudan. THE RACE FOR AIRSHIPS. Paris, November 17. The Matin's Berlin correspondent had an interview with General Kleim, expresident of tlie German Navy League. He said that in 1911 France would possess four hundred aeroplanes, and Germany would require to hasten to overtake her. Laws were required forbidding flights across frontiers. He mysteriously remarked, apropos of the English compulsory military instruction, that it would above all assist France in the struggle which might take place elsewhere than in Persia.
