The Novoe Vremya foreshadows a convention providing that from the junction of the Bagdad-Northern, Persian railways are hereafter to be constructed under Russian auspices. The Novoe Vremya fears that German goods will thereby en ter Persia to the detriment of Russia.

A LYNCHING INCIDENT. Reecived 13, 5.5 p.m. New York, November 12. The Mexican Government intends conducting an independent investigation of the Texas lynching incident. Washington announces the receipt of Mexico's profound regret at the violence against Americans, and has promised to punish the offenders.

A LYNCHING POSSIBLE. Received 14, 12.10 a.m. New York, November 13. Police-Chief Temple was shot dead at Anadark, Oklahoma. His assailant was a Mexican, who escaped, but the townspeople are chasing him, and he will probably be lynched.
