JAPAN'S BUDGET
IMPROVING THE NAVY. By Cable.—-Press Association.—Copyright. Received 19, 11.20 p.m. Tokio, October 19. The Budget shows the Government adheres to a policy of not incurring new debts but devoting large sums to the liquidation of old debts. A sum df eight millions sterling, to be spread over a period of five years, is provided for improving the present programme of naval increment.
