Increasing unrest among the Unionist rank and file resulted in 100 Lords and Commoners forming an organisation to induce the leaders to a more active propaganda instead of the present defensive policy, to call for a plain and definite lead, and to make a statement regarding the legislative programme. Complaint was made of the alopfness of ex-Ministers, which produces a sense of stagnation. The organisation insist on the party's organisation, which at present is unsatisfactory, and add that in view of the impending negotiations of ■Canada with the United States it was most urgent that the Unionist attitude towards Imperial preference should be made plain. If the Liberals hold to the Colonial Conference, Imperial consolidation will practically be destroyed, owing to the Government's free-tradeism. Mr. Balfour's speech at Edinburgh today is eagerly awaited, particularly his references to payment of members, whereon there is a sharp cleavage in the party.
