At the opening of the newly-formed Wellington Suburbs Defence Rifle Club range, Lord Islington sadd bulls-eye shooting was very important in its way, but it was ibeeoming more and more widely recognised in modern military systems that soldiers must be quick and ready to fire. He advocated practice at snapshooting and quick-firing as a very important adjunct. He (hoped clubs would go in for this, as it made them handy and ready in the use of the weapon of this arm of the service.
