YESTERDAY'S PROCEEDINGS. By Telegrash.—?re« Association. Wellington, Last Night. At the Education Board's Conference re >lutions were passed to the following eLict:— s

That in the record of cost of boards' administration, the Department be asked to revert to the system obtaining prior to 1903, showing in separate columns expenses of administration and expenditure on inspectors' salaries and allowances.

That boards be recommended to adopt schemes of grading and classification of teachers on a uniform ibasis with a view to the early formation of a scheme for the whole Dominion.

That provision be made for grants sufficient to enable scientific instruction to be given in district higih schools or technical schools toy competent instructors. That in view of the contemplated raisingof the standard of matriculation examination, the Department be recommended to substitute for such examination smother more in consonance with the attainments of pupil teachers who have not passed matriculation examination before the end of their sec-ond-years, the passing of such examination to carry admission-to a training college. That justice will not lie done to rural schools of the Dominion until a distinct cleavage is made in the classification of country and city schools, arid suitable regulations for instruction, examination and promotion of pupils, and for the appointment of teachers in the respective classes of schools be inaugurated. > That the salaries of assistants in secondary departments of district high schools are insufficient, and that the Minister of Education be requested to have the scale amended so as to increase such salaries. « •

That it is necessary, in the interests of education, that there should be some clear;definition of the relations existing between the Education Department and education iboards—(l) in the direction of giving the boards some power, in the composition of the syllabus; (2) in framing regulation; and (3) as representing the people in the shaping of the educational policy of 'the Dominion. That it foe a recommendation to the •Department to establish a system of agricultural and other technical scholarships^

That it is desirable, in the interests of administration, that the boundaries of education board districts be altered and adjusted so as to get more uniform arid suitable areas for the administration of each district;
