Lord D.undonald, who commanded the Canadian Militia from 1902 to 1904, interviewed, said the War Office Cadet Memorandum, which does not provide for any military training, was beneath contempt. "My Canadian experience," he said, "has convinced me that it is impossible for an unpaid citizen army to prove efficient unless it draws recruits from a large mass of youths who, in their early years have acquired a knowledge of drill, discipline, and the use of the rifle. If the territorial army is to succeed, a large measure of boy training must be associated with it."
