LABOR REPRESENTATION

The Chronicle says the Osborne judgment is threatening tie whole fabric of labor representation. There are two remedies—an Act legalising compulsory levies, or the payment of members. The Liberals are far from unanimous to ask for the legalising, of levies, while some Labor leader® fear that the payment of members would impair the solidarity of the Labor movement, since discipline depends upon the power to bring a contumacious member into line by stopping his salary. The House of Commons is unlikely to lightly pass legislation which four Judges have declared contrary 'to public policy and subversive of representative government. Moreover, there are deep-seated differences in the trades unions themselves. 'lt would be a master stroke to secure, through the Labor Party, the possibility of financing a Socialist propaganda with trade union funds, but the vast majority of trade unionists resent Socialist domination. The Chronicle urges the Laborites •to adopt the payment of members.
