The report of the Vice-Regal Com;Hussion by four to three recommends for the purpose of developing Ireland's resources the establishment o£ an elective railway board to purchase and administer all railways. The report suggests that interest ou purchased stock should be • guaranteed and charged primarily against the board's net revenue; then by means of an annual Imperial grant, and finally against Irish rates. The minority report recommends the concentration of lands in a single company with State aid.
