The Municipal Conference to-day re- ■ solved that the attention of the Government be called to the fact that the ' model by-laws promised by the Govern- ; ment have not beeu forthcoming. ilial as the (lOvernment does not pay for water used at fires on its property, or contribute towards the upkeep of fire brigades in cities where there are no lire boards, provision should be made that services rendered at such fires be > paid for by the Government. That section 21)8 of the Muulctpal Corporations Act be amended to prevent the exhibition of any placard or notice on any place other than a building, unless licensed by the Council.
That the Municipal Corporations iAct, 1908, be amended to enable a local body to contribute out of its general fund subsidies to bands and rifle ranges, or for the purpose of assisting any other institution which is for the public benefit and not for private profit. IThat section 100 of the Municipal Corporation* Act be amended to provide that where a local body constructs a bridge or ferry under this clause, it shall have authority to demand and recover progress payments from contribut- 1 ing local authorities as the work pro- " ' grosses, on the engineer's certificate, or, failing payment, the right to demand and receive interest on the amount due by the said contributing local authorities as progress payments. That the Government be urged to in- < troduce legislation to enable the New Zealand <btate Guaranteed Advances Board to advance moneys to local authorities to pay off existing loans lawfully raised so as to enabled individual loans to be consolidated. That the Government be asked to introduce legislation to enable the Post Office to pay interest on the full amount of sinking funds deposited by the local sinking fund commissioners. ,
That the Local Elections and Polls 7 Act, 1908, be amended by adding further, clauses for the purpose of giving a re- ' turning officer opportunity of verifying ' the result of a poll as given by his ■ deputies. : j That section 30 of the Local Elec- ' tions and Polls Act be amended so that a returning officer may be permitted to ' announce the result of any poll after the results have been made up, without waiting until "public notice" hag been given.
That the Valuation of Land Act, 1008, be amended to provide (a) that valuation roll shall be in the hands of local 1 authority not later than the 7th of April in each year; (b) that no alteration be * made in the roll until notice of transfer ' has been sent through the local body in whose district transferred is situated; (e) that in all cases*-whdre ' new streets arc made, the Valuw-Gen-eral shall have power to re-value new r frontages in accordance with the en- <"■ hanced value, notwithstanding that there there is no revaluation of the whole district, and that the rates shall be levied on increased values. That the Licensing Act, 1903, should be amended to allow town districts to collect £4O licence fees from hotels " within their boundaries. '■;* That borough councils be empowered to make by-laws and regulations to govern the speed of motor cars and >' cycles. ' That regulations be made under the Motor Regulation Act, providing for the testing and licensing of drivers, and 4 that section 1 of the Act be amended to provide that every borough council shall be the registering authority, irrespective of population of the borough i which it represents.
