It is stated that Mr. Asquith is reaay to take the initiative towards a private conference with the Unionist leaders. In the event of no conference being held, or the situation not I ping modiiL'd, Lord Rosefoerv's resolutions will still take priority of place over the Government's veto resolutions in the Lords. The Times, commenting, says that It is easier for the Government than the Opposition to take the first sten. anil it the act is handsomely done it will ibe promptly met by Mr. Balfour in the same spirit. Hence the opening of negotiations, which they all hope would ' be fruitful are assured. The official announcement will possibly be delayed for a few days, but the ice is broken. The convention ought to be small and consist of the principals of the parties. The proceedings should be absolutely private and unfettered beforehand by artificial restrictions.
