INITIAL PREPARATIONS. By Cable—Press Association—Copyright Sydney, May 13. Information has been received regarding the formation of a Chinese Navy.' The scheme provides for sending an' ample number of students abroad for training, and the establishment of naval < schools in the coast and river provinces. A nucleus only of cruisers and torpedo •boats wiJI be 'built. | The proposed sihi<ps will include twOj cruisers, two ,protected cruisers, two desipatch vessels, four destroyers and six torpedo boats. Two cruisers are now being built in England. i
