Reuter has issued an advance copy ot Mr Roosevelt's forthcoming address to the Nobel Prize Committee. Referring to the application of his Nobel Prize in 1906 to the formation of a Foundation to forward industrial peace as needful t•■> curb the cruel greed and arrogance of Capital and, the cruel greed and vio lence of Labor, as a check to the cruel unhealthy militarism in international relations, Mr. Roosevelt in the first place makes a plea for treaties of arbitration and the development of the Hague Tribunal. Secondly, he argues that the work the United States Supreme Court has done in securing good relations among the American States offered valuable analogies, where.oy the Hague Court of Arbitral Justice might render effective the purpose of securing similar results on a world scale. Thirdly, he says, something should be done soon if possible to check the growth of armaments by international agreement. No Power could or should act alone, but, granted sincerity of purpose, the great Powers should find no insurmountable difficulty in reaching the agreement which could put an end to the growing extravagance of naval armaments. An agreement to limit the size of ships would have been very useful a few years ago, and might still he valuable. Finally, it would be a master stroke if the great Powers formed a league of peace to forcibly prevent others irom breaking the peace The supreme difficulty of bhe Hague Tribunal arises irom Isek of police power to enforce the Court's decrees. Each nation must be well prepared to defend itself until an external police power is established competent to prevent violence between nations. MR. ROOSEVELT IN NORWAY. Christiana. May 5. Mr. Roosevelt addressed the Nohel Committee to-day. and claimed that he had tried, when President, to do what they are now advocating.
