In ihe course of the navy debate in the Reichstag ilerr Ledebour, a Socialist, charged P -i nee Rulow aiid Admiral Tirpitz witk quibbling with regard to England's attempts to promote limitation ot armaments. He declared that England made frequent, if informal, suggestions. Admiral Tirpitz, in reply, read Herr von Schoen's statement in The Times of 24th March, 1909, to the effect that the English avoided formal proposals.
