LORD KITCHENER'S TOUR.

The Times says that Lord Kitchener's report is framed with hjs customary candour and directness of expression, and adds that Australians are so thoroughly in earnest upon the necessity of defending themselves that the increased cost will be cheerfully borne. Extensive encouragement of immigration will be the best solvent ot Australia's anxieties. Lord Kitchener's proposal to create a War Railway Council is eminently sound, The standardisation on main routes Is ail fciperatiVt necessity, and two transcontinental lines, from north to south and from east to west, are equally urgent.
RECEPTION liN WELLINGTON.
By Telegraph.—Press Association Wellington,' February 24. Lord Kitchener arrived from Lyttelton by H.M.S. Encounter at 9.30 o'clock this morning. The Field-Marshal landed at the King's Wharf—where a large crowd assembled—and was met by the Prime Minister, members of the Cabinet, Defence officials, the Mayor of the city and councillors, and was driven to the Wellirigton Club, escorted by the Heretaunga Mounted Rifles. The Permanent Artillery formed a guard of honor. A salute of nineteen guns was fired from the Thorndon Esplanade Battery when the Field-Marshal landed. Soon after his arrival Lord Kitchener called on the Governor, who returned the visit. During trie remainder of the morning Lord Kitchener was engaged in conference with the Government and the Defence Council. He was accorded a civic reception at the Town Hall to-night.
