'•FULL CIVIL AND POLITICAL RIGHTS." By Telegraph.—Press Association. Wellington, Last Night. The Amalgamated Society of Railway Servants' Conference to-day resolved that a system of punishment by marks be substituted for the pre'sent system; that in all cases of temporary transfers lodging allowance be paid for the first three months: that the Minister be requested to grant full civil and political rights to all railway men; that all men brought on duty be paid for not less than four hours; that where work is continuous, shunters and signalmen should not be called on to work more than ten hours in any one day. It was decided to discuss with the Minister the present unsatisfactory methods adopted by the Department in recognising the value of inventions hy railway employees.
