The Daily News' St. Pcterbiirg' correspondent reports that the Government intends to annex the province of Viborg from Finland.

A force including Cossacks and artillery has been sent to overawe the inhabitants.

The alleged justification for the annexation is that Viborg is within an hour's journey of St. Petersburg, and might form a base for insurgents in the event of a revolution.
