Lord Esher will be president of the Council, which includes Capt. R. Collins (Australian Agent-General) and Mr. W. Ilall-Jonee (High Commissioner for New Zealand). Colonel Massey, founder of the League, remarked that his. ideal had been to attract all those anxious to. study .the altered conditions of Imperial defence from the standpoint of the requirement of the new science.
