M. BRIAND FORMS A CABINET.

A new Ministry, in succession to SI. Clcmenceau's, defeated last week over tlie Naval Commission's revelations, has been formed by "M. Briand, who takes the portfolio of Minister of the Interior. The other members of the Cabinet are: M. Barthou, Minister for Justice; M. Pichon, Minister for Foreign Alfairs; General Brun, Minister for War; ViceAdnrirnl Bouc dc Lap'eyrc, Minister for the Navy; M. Cochery, Minister for Finance; M. Millernnd, Minister for Public Works; M. Jean, Minister for Commerce; and M. Trouillot, Minister for I the Colonies.
