DUNEDIN HARBOR BOARD

BASIS OF REPRESENTATION. By Telegraph.—Press Association. Dunedin, Last Night. To-day's mecthg of the Harbor Hoard adopted the report of the committee on the whole, which recommended that the basis of representation on the Board should be the municipal roll in the city and suburban districts, and in country districts the county roil. The constitution of the Board" should be amended so as to consist of two members appointed by the Government, four for the city of Dunedin and St. Kildn borough, two for Port Chalmers, one for the borough of West Harbor and NortaEast Valley, one for the hill suburban boroughs; one for Taieri and the peninsula, Waikouaiti and part of Waiheino, one for Bruce, Clutha, Tuapcka and Maniatoto, one for payers of dues. on ships, and one for payers of dues oi cargo; total, fourteen members. Mr. Belcher moved an amendment that all positions should be elective and the election based on the Parliamentary roll, one person to have one vote. Mr. Belcher pointed out that payers of the dues on imports numbered 599 and payers of dues on exports 311, and 23 paid dues on ships. He submitted this was undue representation. I

The amendment was lost, the report being adopted.
