CANADA AND NAVAL PROTECTION. Ottawa, March 12. Judge Barren, speaking at the Empire Club, Toronto, urged Canada to adopt a naval scheme similar to the Australian scheme. Canada was described as spending too much on her land force and not having a cent for her naval defence. This, declared his Honour, was like putting a one-armed or one-legged man into tie prize-fighting ring.
