Ottawa, February 23. The new Canadian limmigratioa Bill contains stringent regultions against the admission of undesirable anarchists. Speaking at the Canadian Club, Mr. Gibbons,' chairman of the Canadian section of the International Waterways Commission, praised British diplomacy, but thought that the time had arrived when Canada should be the mistress of her own house and control her own foreign affairs.
