THE BALKANS.
TENDENCY TOWARDS IMPROVEMENT. London, February 23. The Daily Mail's Belgrade correspondent report* that five types of bombs have been supplied to the Servian Army. The Times' Vienna correspondent says that the Balkan outlook seems to show a tendency towards improvement.
THE RISKS OF WAR. The London Daily Mail of January 14 states:— The acceptance by Turkey of ii 12,500,000 as compensation for the annexation of Bosnia and Herzegovina removes one of the risks of war in the Near East. There remains, however, for settlement other issues only less important: Compensation to Turkey by Bulgaria for the seizure of the railway leased by the Ottoman Government to an AustroGerman company. Compensation to Turkey by Bulgaria for depriving the Ottoman Government of the suzerainty over Eastern Ron melia.
Satisfaction of the demands of Servia and Montenegro, who seek territorial concessions from Austria that will release Servia. from her enclave and unite the two Slav States by a couloir or strip of laud and give' access to the Adriatic. .Montenegro also demands the cession of 'Spizza, which dominates the harbor of Antivari, on the Adriatic. Bosnia and Herzegovina demand administrative autonomy, and are supported in their demands by Servia and Montenegro. Finally. Crete appeals to be relieved of tile Turkish suzerainty and made part of the Greek kingdom.
