LOAN AGENCY HEAVILY: FINED. Received 24, 0.30 p.m. (Sydney, February 24. The Full Court upheld the decision of the, lower Court that loan ballots conducted by the Mutual Loan Agency constituted lotteries. The Agency was recently convicted under Acts of tieorge 111. and William 111. of keeping a lottery, and was fined .tloOO. Anyone purchasing a. five, shilling ticket could participate in a .ballot for a loan up to .UIOWI. The defence was that the ballots were eonducted on the Starr-Bowltott system.
