m DOWNFALL OF A STATESMAN. Pekin, January 3. An edict has been issued dismissing Yuan Shih-Kai, formerly Viceroy of Chili, from the Council of State, as a result of the Mnnchu plot. It created a great •setwiition in Pckin. • Representatives of the Great Powers •ask their respective Governments for •permission to express regret and the •hope that the dismissal of the statesman, whose presence in the Government ■lias inspired confidence abroad for its •stability, does not imply a reversal of ■his policy.
