The Times, commenting on Lord lioreburn's Bill, a new law to improve the constitution of the judicial committee of the Privy Council, considers it ft serious attempt to remove blemishes and shortcomings, but fears, unless by aoct dent, the services of a judge of the. colonial Court whence an appeal cma. Hates would rarely be available aa an assessor. Nevertheless, the power o| appointing may occasionally be exercised. with good results in cases of exceptional difficulty. The Times deplores the attempt to create a Court of very varied composition without paying the full price, especially when there is need of a strong Jlnal Court.
