The Standard is in favor of greatly reduced Empire cable rates and supports Jlr, Lemieux's suggestion that the Imperial aiul oversea Governments should take the whole problem into practical consideration. Melbourne, November 13. Mr. Scott, Secretary of the Central Postal Administration, declared that the sentiment in favor of cheaper cables required to be supported by figures before a big reduction in rates could be made. A circulation had been- made that if the Pacific cable were occupied continuously night and day all the year round with penny-a-word messages tile returns would not more t'han pay the C77,">00 required for interest and an instalment towards the repayment of capital. Working expenses and cost of upkeep would be dead loss. If the rates Were made cheaper the use of code words would have to be prohibited.
