COLLAPSE OF THE DEBATE. Berlin, November 12. lhe_ debate on tile proposal to reduce the Kaiser's iniltience in foreign negotiations was resumed in the Reichstag. After unsparing criticism of Prince Duelow the debate collapsed and the crisis was shelved. The chronic constitutional crisis, 'however, is more widespread and acute than at any other time in the history of the Empire. Prince Buclow was sileat during yesterday's debate. There arc indications that Ins position in Imperial favor has been weakened. CRISIS KEENLY I'ELT. STRAIGHT ADVICE. Received 13, 1/1.54 p.m. Berlin, November 13. The crisis is acutely felt in tlie tierman provinevs. Tile Conservative newspaper Hamburger Machrichten, declares tlie people should receive the Kaiser with cool reserve whenever lie appears in public. The T.eiehsbotc appeals to the Kaiser for a manifesto promising the abandonment of absolutist methods and the establishment of ministerial responsibility.
