Mr. Andrew Carnegie, in a letter to tho delegates, suggests that the Kals«r is able to abolish wars. He has, he says, only to invite Britain, France, and the United .States to join Germany i'l declaring that in view of the constant intercommunication, and the commerce of the world, the time has come when intern-itioiiiil disputes must be settled by arbitration. None of them cou'd afford to reject the invitation.
