.MOKE ABOUT MR. UIUKCHILL'S SCHEME. Received 10, 11.51) p.m. London, September 10. Mr. Churchill's projected Court of Arbitration will be, c-oi.suUiUy varied as regards personnel, owing to the very nature of its constitution. Where requested, the Board of Trade will appoint technical assessors to explain the l«'culiar conditions of any trade but without a vote. If possible the chairmen of the special panels will consist of persons of eminence and impartiality. The project will be operative when needed. No legislation will bo necessary.
