GENERAL BOTHA'S ONSLAUGHT 0.\ T LORD MILNER. THE EFFECT OF THE SPEECH. DESTROYING CONFIDENCE. Received 27, 10.12 p.m. London, August 27. The Times Johannesburg correspondent says- that General Botha's on slaught on Lord Milner is attributed to a desire to afford justification to the people in refusing to pay for the animals alleged to have been sold to them at an excessive price during the work of repatriation and to the Transvaiu Government in refraining from exacting payment. The effect of the speech has been largely to destroy the possibility of confidence of the opposition party in the Government's professions and a desire for conciliation.
