<i THE PREFCJkKXCE QUESTION'. Loudon, July 23. The Tariff Commission has issued a report tracing the development of colonial preference. The Commission contends that preference was the historic policy of England, but the old preference was withdrawn in deference to the free trade ideal and in opposition to the wis'hes of the colonies.

On the report stage of file Irish Universities Bill, the Lister members huuly tried to introduce amendments. .Many bitter speechc* were made.
