Mr. Justice Edwards ordered a writ of mandamus to be. issued directing Mr. Dyer, S.M., to inquire and ascertain the fitness of Joseph Ambrose to have granted to him a publican's license. In the course of hw judgment the Justice commented strongly upon the statement made by Crown counsel that the decisions of Magistrates were founded Oil
confidential police reports. If Magistrates had so acted without giving tho applicants the fullest knowledge of the contents of such reports and the fullest, opportunity of meeting ally cliarg ;s brought against tlieni, they had ooiupletely misconceived their duty in that I respect.
