FEDERAL IV. STATE GOVERNMENTS.

Melbourne, April 24. The Premier of Victoria, Mr. T. Bent, referring to the approaching Premiers Conference, stated that it would be necessary to attack with determination the subject of the financial relations between the Commonwealth and the States. There appeared to be a disposition amongst many Federal members to think they could ride rough shod over the States. He had been led to believe that the States were to be independent, but the prevalent idea seemed to be to get the whole thing into the hands of the Commonwealth. He was sorry to say the Colonial Ollice was helping in tliat direction. From a conversation he had had with Lord Elgin he had found that he favoured one conduit pipe instead of six. Our present State Governors, added Mr. Bent, were coming to be just kinds of chief clerks.
