A FIGHTING MANIFESTO. MR. CHURCHILL'S APPEAL TO HIS constituents: Received April 13, 9.15 p.m. London, April 13. Mr. Winston Churchill, in a lighting manifesto, appealed to his constituents for a renewal of their confidence. He reiterated his adherence to free wane, and promised his support to a railway to the Victoria and Albert Lakes, opening up the cotton potentialities of Uganda. He indicated that all social reform and commercial efficiency waited on the passing of the Licensing Bill in its entirety, and declared that the Government was perfectly ready to consider amendments to the Education Bill, provided that the schools maintained out of public funds were amenable to public control and that the State-paid teachers were not subjected to religious tests. He admitted that the Catholics and Jews needed a special type of school.
